Condominiums proposed for in-town Milton

Draper project calls for 88 units on 8 acres

Milton — Plans to construct an 88-unit condominium project on about 8 acres in Milton have been filed with the state’s Preliminary Land Use Service.

The land is zoned R-1, designed for low-density single-family homes. To build condos, the developer proposes a zoning change to R-3.

Truitt W. Jefferson, trustee and landowner, in January filed conceptual plans for the project. The owner/developer is Loblolly LLC, owned by Milton-native Tom Draper.

Mulberry Street borders the site, known as the Truitt Jefferson tract, on its northwest side, and Willow Street to its north. Proposed plans show a gated entrance to the U-shaped development on Clifton Street and a second entrance on Willow Street.

The code states R-1 land protects the integrity of residential areas by encouraging diversity in housing styles and construction and preserving existing land features and scale.

The town’s R-3 zone is for general and multifamily residential uses. The code states conditions in R-3 areas should be favorable for development of multifamily dwellings on such factors as site size, unitary ownership, topography, utility provisions, street capacity and accessibility.

The PLUS application shows the proposed project would use Milton water and sewer services.

PLUS will assess the project to identify and mitigate potential impacts the development might have in areas beyond local boundaries. PLUS brings state agency staff together with developers and Milton officials early in the process.

Draper also owns Salisbury-based WBOC TV, WBOC Interactive and FOX21 TV. Loblolly and the communication companies are operated under Draper Holdings.
