Cultural center land gift not worth it

How is Lingo-Townsend's offer of land in exchange for a permit they were already deservedly denied not a bribe?

I guess when you have enough money, you can just pay off the public. I agree, a cultural center would be an amazing addition to the area, but not at the cost of saying, "Joe Schmo has to obey existing zoning laws, but a rich real estate developer does not."

I'm sure they also intend to squeeze tax concessions and tax credits out of our pockets as well for their...philanthropy?
